To get a Russian Visa you need to get a Tourist Invitation (Voucher).
The following procedure is actual for citizens of the countries from the list on the bottom of this page.
HOW TO GET RUSSIAN TOURIST VISA/RUSSIAN VISA
You should have all of the following documents ready to send to the Russian embassy:
1. Visa invitation
3. Passport-sized photograph
4. Completed visa application form
5. Other requirements.
Contact the Consulate directly in order to find out their russian visa processing time and charges. Check with the Consulate you intend to use in case they have any special requirements.
You will receive a 'migration card' to complete either during your flight to Russia, or upon arrival at the border. The migration card is a simple document that requires basic passport details and will be stamped by a Russian immigration officer at the border. The officer will take one half of the card, but will leave the other half with you. He must ensure you keep the remaining part of the migration card, as it must be handed in upon your departure from Russia.
Russian citizens need the registration if staying more than 90 days in Moscow.
Important: Please don't forget to keep your passport and your tickets to Moscow with you outdoors so you can show the date of yur arrival to the city if needed.
